Road to Chester - From CW10 - 20th Dec 04
Travelling along the M6 motorway approaching Junction 18 you will notice on the signs (Chester A51) through the town of Middlewich. Is it any wonder then why the traffic along Holmes Chapel road and down King Street is so busy? And yet at Junction 19 of the M6 the Knutsford turnoff is a duel carriageway and the road through Middlewich is a single through road.

We believe that this sign to Chester through Middlewich is a major factor to why the Holmes Chapel road is so busy with Lorries and passing motorists heading off to Chester. Surely it would make more sense for these Lorries and passing motorists to travel a little further to Junction 19 of the M6 and head down a duel carriageway rather than a single lane road.

CW10residents are looking into the possibility for the removal of the Chester A51 part of the motorway signs at Junction 18. And we will be therefore pushing for a sign stating ‘Get off at junction 19 for Chester’ because it is totally unrealistic for the town of Middlewich to have this additional traffic.

Reply to CW10 on the Holmes Chapel Crossing
Dear Mike Hunter & Andy Bailey

I refer to your email regarding the Puffin Crossing planned for Holmes Chapel Road, Middlewich.

The safer routes to schools programme for Middlewich was approved by the Local Joint Highways and Transportation Committee for Congleton on 6th September 2005. The programme includes the installation of a puffin crossing on Holmes Chapel Road, the upgrade of Hannah's Walk and some smaller junction improvements in the area of the 3 central based Middlewich School.
The funding for the scheme has been allocated for the financial year April 2004 / March 2005 and the programme is due for completion by 31st March 2005.

As stated the funding for the programme is this financial year and has always been planned for completion by the end of March 2005, however, there have been a few delays in the delivery of Cheshire's engineering programme this year, due to the change in the Service Contractors from Jarvis to Nuttall.

I hope that this response answers your queries but if require further information do not hesitate to contact myself

Green Light for a Safer Crossing - From CW10 - 02nd Jan 05
Dear Mr Hunter and Mr Bailey,

With regards to your email concerning the Middlewich Eastern Bypass, I would comment as follows:

1. The current scheme estimate is £11 million.

2. The final route was adopted by the County Council in September 2002 and it is for this route that the planning application to seek planning approval for the scheme has been submitted.

3. The County Council Structure Plan and the Congleton Borough Local Plan both make reference to the fact that the completion of the bypass will permit access to an area allocated for employment and that financial contributions from developers will be sought towards the cost of the scheme. Furthermore, the bypass is one of four major transportation schemes currently being considered for the County Council's next Local Transport Plan which will cover the period 2006 to 2011. Work is in progress to produce the draft Local Transport Plan following a consultation exercise carried out in October and November last year. County Members will endorse the draft plan in March 2005 prior to a second round of consultation in spring 2005; the deadline for submission of the plan to the Department for Transport is July 2005. At present final decisions on the funding of major schemes through the next Local Transport plan have not been taken, however the picture will become clearer following the endorsement of the draft plan in March.

4. Unfortunately at present I am unable to give a start date for construction work to commence on the bypass. It is anticipated that a decision on the planning application for the bypass will be made in spring/early summer this year. If planning permission is granted there are further statutory procedures to follow with regard to Side Roads Orders and possible Compulsory Purchase Orders before construction can commence.

Yours sincerely

Middlewich Bypass - To CW10 05th Jan 05
On the 19th May 2004 it was reported in Middlewich Guardian, under the headline ‘GREEN LIGHT FOR A SAFER CROSSING’ a campaign led by County Councillor David Sutton had finally paid off as wheels had been set in motion to get a pedestrian crossing installed on the A54 Holmes Chapel Road.

The report goes onto inform Middlewich residents that a design had been sent the county engineer for approval, and £90.000 was set aside for Middlewich for safer routes to school.

Seven months on and there is still no sign of the crossing, we have now entered the winter months and traffic levels are not getting any lighter on this road, worried parents are now asking Cw10residents group to help with this important issue, Below are a number of questions which we feel need to be asked and answered.

1 Is the £90.000 funding for Middlewich Still available and if so how much as been spent other projects and what were they?

2 When did the county engineer receive the design brief?

3 As the design been before the highways committee yet for approval if not when do you expect it to go before the committee?

4 Do you have a start date for the crossing to be installed?

5 Why is it taking so long to install the crossing on Holmes Chapel Road?

If you could please reply by return CW10 would be grateful.

Yours Sincerely
Mike Hunter & Andy Bailey
